Zoning can be one of the most challenging impediments to startup for compost facilities. Many jurisdictions do not have specific language for compost facilities and by default, classify them as solid waste land uses, putting composting in an onerous and unnecessary category. The information on this page can help you by providing a template and guidance for planning and zoning officials, through the USCC’s Zoning Template, Sustainable Development Code, and American Planning Association background.

Zoning Template

USCC’s Zoning Template, a result of two years of information gathering, debate and consensus among USCC members, including consultation of planners and the American Planning Association, and its accompanying guidelines was released in January 2022 as a “cut and paste” document for local municipal planners, while leaving leeway for local conditions.
